Now if Jim (Video below) was an English-mason, He would be called a Lewis or the French Version Louveteau or "Young Wolf" coined the term as a young student in the "Craft" which has a different meaning than a Lewis.  A Wolf Mason, "Wolf" is required to wear a wolf-like mask simulating a wolf's head in ceremony.  A Wolf by ceremony did not especially obligate the Lodge to support or educate him but did promise that the Lodge would watch over him, give him counsel and advise.  You can see the advice and council in the following video as Jim admits that other people have told him that this is "HIS FU**king SIGN!!!" Now using profane language by the "CRAFT" (Free-Masons) is not endorsed or condoned by Free-Masonry because it creates a stain on the CRAFT's reputation shared by all.  So all those Masons who are pledging RELIEF for Jim, they too share in his stain.  An informal way of removing a small portion of the stain would be to ask forgiveness from the local LODGE Leader (A Fire Chief Master Mason)  except that the Master Mason would have to share in Jim's stain kinda like a scapegoat which all the sins are placed on him.  The Master Mason in turn would have to appeal to a 33 degree Mason (Maybe Chris Stewart) to purge himself from all unrighteousness.  So Jim is currently covered as long as he wears BLUE in his clothes like he did yesterday on 6/10/2022.  You couldn't miss the outfit from "Fat and Tall" he was wearing while out on his small pontoon.  I mean you could see him in BLUE all across the lake!.  Now to the normal person, blue has no significance but to a Loge Member it signifies the Blue Lodge and Blue light (Remember the American Flag is the Fourth Masonry Light).  Long story short-Jim is wearing blue because he is showing all his fellow lodge members that he is providing penance for his shortcomings or mis-guided advise. The problem is now that until Jim is purged, all of those Free-Mason's helping him share in the stain he created as an assignment by the Craft-except Jim took it a little too far as you can see in the videos below. Bahrain and Kuwait are classified as mixed, meaning representative bodies are present but the monarch holds most of his power.) or a "Constitutional Monarchy" such as Australia, Bhutan, Belgium, Cambodia, Canada, Denmark, Jordan, Monaco, Spain, and the United Kingdom are a few of the countries today whose governments are constitutional monarchies.  But here is the problem, If Marshall Law is declared by the United States at any time or for any reason like a pestilence outbreak or similar, then "We The People," will be subject to the AUTHORITY of a "Constitutional Monarchy."  Our "great and most powerful military" will rule us except at that certain time, the military power of the UNITED STATES will be handed over to NATO. The debate surrounding NATO’s evolution from a collective defense alliance to an organization primarily concerned with managing crises centers around three questions:
1. Under what circumstances should NATO threaten use of force? The traditional criterion—self-defense against armed attack on any member’s home territory (Article 5 of the North Atlantic Treaty)—is too narrow. There is no doubt that NATO could embark on missions using force, if its members so desired, to confront crises or threats that do not directly affect allied territory but that may have implications for important national or humanitarian interests, (e.g., confronting arms proliferation or genocide)—though to what extent remains disputed within the alliance. The possibility for joint military action in a non-Article 5 context should not be conditioned on unanimous consent. An alliance that provides rapid and effective responses to crises in and outside allied territory, even if action is taken by a subset of allies, is preferable to one that conditions action on potentially unattainable unanimous support.
2. How far should NATO’s writ extend geographically? The American vision of a NATO acting globally is not widely shared by the European allies. For most of the Europeans, NATO’s fundamental purpose is to provide security in and for Europe. They have come to accept that NATO’s role extends into the Balkans—but this is about as far as it should go; for them, NATO remains a regional organization whose role is confined to the Euro-Atlantic region.
3. What is the legal basis for the threat or use of force by NATO in any of these situations? Two competing perspectives have emerged--a French perspective that gives the U.N. Security Council the primary role in authorizing NATO’s use of force; and a U.S. perspective that NATO has the right to use force whenever the interests of its members so
require.
The NATO allies remain divided on whether Kosovo set a precedent for the future. Limiting NATO to actions that have been approved by the Security Council could subject the alliance to an effective veto by China or Russia. For this reason, NATO should not bind itself to a position that bars action in non-Article 5 contingencies if U.N. approval is not forthcoming. Still, the threat or use of force ought to have a legal basis sound enough to be acceptable both to the NATO public and to the vast majority of the international community—e.g., based on the U.N. Charter, the Helsinki Final Act, or the 1990 Charter of Paris.

The ARMS CONTROL AND DISARMAMENT ACT Public law 87-297 87th Congress, H.R. 9118 September 26, 1961 also established a United States Arms Control and Disarmament Agency.  At the same time President John F. Kennedy's U.S. Department of State simultaneously issued State Department Publication 7277: The United States program for General and complete disarmament in a Peaceful World.  Excerpts from that 7277 publication are as follows:

FREEDOM FROM WAR THE UNITED STATES PROGRAM FOR GENERAL
AND COMPLETE DISARMAMENT IN A PEACEFUL WORLD
Summary DISARMAMENT GOAL AND OBJECTIVES:

The over-all goal of the United States is a free, secure, and peaceful world of independent states adhering to common standards of justice and international conduct and subjecting the use of force to the rule of law; a world which has achieved general and complete disarmament under effective international control; and a world in which adjustment to change takes place in accordance with the principles of the United Nations. In order to make possible the achievement of that goal, the program sets forth the following specific objectives toward which nations should direct their efforts:
• The disbanding of all national armed forces and the prohibition of their reestablishment in any form whatsoever other than those required to preserve internal order and for contributions to a United Nations Peace Force;
• The elimination from national arsenals of all armaments, including all weapons of mass destruction and the means for their delivery, other than those required for a United Nations Peace Force and for maintaining internal order;
• The institution of effective means for the enforcement of international agreements, for the settlement of disputes, and for the maintenance of peace in accordance with the principles of the United Nations;
• The establishment and effective operation of an International Disarmament Organization within the framework of the United Nations to insure compliance at all times with all disarmament obligations.
TASK OF NEGOTIATING STATES The negotiating states are called upon to develop the program into a detailed plan for general and complete disarmament and to continue their efforts without interruption until the whole program has been achieved. To this end, they are to seek the widest possible area of agreement at the earliest possible date. At the same time, and without
prejudice to progress on the disarmament program, they are to seek agreement on those immediate measures that would contribute to the common security of nations and that could facilitate and form part of the total program. GOVERNING PRINCIPLES The program sets forth a series of general principles to guide the negotiating states in their work .
These make clear that:
• As states relinquish their arms, the United Nations must be progressively strengthened in order to improve its capacity to assure international security and the peaceful settlement of disputes;
• Disarmament must proceed as rapidly as possible, until it is completed, in stages containing balanced, phased, and safeguarded measures;
• Each measure and stage should be carried out in an agreed period of time, with transition from one stage to the next to take place as soon as all measures in the preceding stage have been carried out and verified and as soon as necessary arrangements for verification of the next stage have been made;
• Inspection and verification must establish both that nations carry out scheduled limitations or reductions and that they do not retain armed forces and armaments in excess of those permitted at any stage of the disarmament process; and
• Disarmament must take place in a manner that will not affect adversely the security of any state (Country).

The agency existed from 1961 to 1998 with about 2000 employees where it is secretly merged with the State department-an excerpt from Arms Control Agenda After ACDA as follows: 
On March 26, with only days remaining in his tenure as the last director of the Arms Control and Disarmament Agency (ACDA), John D. Holum delivered the keynote speech at the annual luncheon meeting of the Arms Control Association (ACA). Holum, who is serving as acting under secretary of state for arms control and international security affairs as ACDA prepares for its formal merger into the State Department on April 1, discussed the current state of U.S. arms control policy and the implication of ACDA's demise as an independent agency. The following is an edited version of his prepared remarks followed by the question and answer period.
Secretary Albright agrees that independent advocacy is crucial. As a result, when ACDA expires, its voice will carry on, with the same force, in the same places. The under secretary of state for arms control and international security will also be the senior advisor to the president, with authority to attend deputy- and principal-level National Security Council meetings, express independent views, and even go directly to the president, through the secretary of state. That's not only in the plan, it's in the law, subject to discretion. It's also in a presidential decision directive, which means only a president can change it. President Clinton won't. Arms control's friends need to be vigilant, to make sure a future president doesn't.

Imagine the MILITARY AUTHORITY of a Military man in our family who has or had his hand on the trigger of a thermonuclear device  COMMANDING AND ADVISING the President of the United States (President Gerald Ford) to "Stand Down" in the world nuclear theater where all of the United States Generals and military advisors told President Ford to launch nuclear missiles to blow-up Russia in the COLD WAR ERA because of a radar anomaly of a flock of geese so large that it encompassed a large portion of the southern tip of Alaska on it's way to the United States with all the advisors believing it was an invading enemy force during the Cold War.  Ron, representing the Central Intelligence Agency, convinced the National Security Advisor at the time to tell the President of the United States to "Stand Down."  Imagine what a "COLD WAR HERO" he was and is to the "WHOLE WORLD" because he alone (at that time) kept THE U.S. and the whole world from nuclear war!  Ron's level of authority is un-matched by any politician with what I will call "SECURED AUTHORITY."  Ron's authority I will call "UNLIMITED AUTHORITY" (Direct Communication with the President while in the course of his service); it is not something you retire from but instead they hold his reputation in concert with the EXISTING AUTHORITIES IN HIGH REGARD, PRAISE and PURPOSE. From what I understand, there are 16 levels beyond "Top Secret" and two levels of authority above that authority that are unclassified-meaning that there is always a higher authority that gives orders way beyond the authority of a military Major or General. The Council on Foreign Relations could be one such organization:

Since its founding in 1921, the Council on Foreign Relations (CFR) has grown a membership of more than five thousand of the most prominent leaders in the foreign policy arena, including top government officials, renowned scholars, business executives, acclaimed journalists, prominent lawyers, and distinguished nonprofit professionals. The membership is composed of those residing in the greater New York and Washington, DC, areas, and a plurality based around the United States and abroad.

None of the lower forms of authority (Assumed Authority, Municipal Commissioners, Planners, some government workers in general-stands for make an ass out of you and me authority) have established, secured, unlimited, or absolute authority.  Absolute Authority are a group of individuals who tell the President of the United States what to do at a moments notice-a lower level of authority is Unlimited Authority-the privilege of speaking with the President of The United States Directly without having to go through channels like "Granted Authority" which lower government officials (Like Congressmen, Senators, Governors, certain mineral miners for our national strategic reserves, certain lobbyists, or people of higher-importance) have to do.  Granted Authority officials communicate written memos with a security classification of LOW, MEDIUM, OR HIGH ALERT with their response time dictated by the level of importance.    Now what does it mean for the Masons everywhere praying so all mankind shall be one great lodge of brethren?  Pike is talking about one world government set up from the foundation of the beginning of the World for the "END TIMES."  All of these authorities including World Authorities are based in Free-Masonry which is an outgrowth of Operative Masonry and Speculative Masonry.  Operative Masonry were the tradesmen: architect, builder, craftsman, designer, and engineer "all in one" with a set of compasses, a set square, a staff, or a rope, and an understanding of geometry  who built the great houses of Gothic Worship and architectural wonders.  These Members of the Operative Masonry began entering the lodge communities and became known as accepted or speculative Masons while the actual craftsmen themselves adopted the title "free" masons. 

There is a difference between a regular Mason and a Free-mason according to an article by Pete Normand, How are Masons and Freemasons different? dated August 11, 2019-freemasons derived their name from several origins: 1.  They were free men, and not indentured, and were free to travel about and pursue their vocation when and where they wished. 2. Stonemasons who were employed on ecclesiastical properties (churches, abbeys, monasteries, preceptories, etc.) were free from taxation and government regulations.  The modern Free-masons are defined as a mix of all the above. From what I have observed, they are free from taxation and government regulations because however many times they violate the law, they seem to never get into severe trouble based on their actions ( I mean a slap on the wrist for "Show" is okay but nothing major).  Laws and taxation are weapons used by the Masons to keep the rest of us in alignment but not the Free-masons and especially the higher authoritative Free-Masons.  Together they are known as the "Free and Accepted" Masons.

According to Free masonry matters, page 2 of Masonic Etiquette and Scottish Usage, "At the beginning of things, before Grand Lodges were in existence,  Freemason's oldest known record, The REGIUS Manuscript, written about 1390-emphasises the necessity of paying due respect to the "CRAFT."  Behavior is very important to a Free-mason along with public perceived perception of a Mason's actions conducted in a master Lodge or in public by scrutiny. So a Free-mason is not under the Laws of man because they are "Called" to behave correctly even though most of them don't because of their inner nature and greed for absolute power which they can interpret as they see fit. 

Brother R. F. Gould says that "The dogmas of Perpetual Jurisdiction, Physical Perfection, and Exclusive (or Territorial) Jurisdiction, have been evolved since the introduction of Masonry into what has become the United States," from England.

The United States was created for the Blue Brotherhood, Free-masons not Free-masons subject to the United States Authority. 
That is why nine of the 56 signers of the Declaration of Independence were Freemasons during their lifetime, though not necessarily in 1776: William Ellery; Benjamin Franklin; John Hancock; Joseph Hewes; William Hooper; Robert Treat Paine; Richard Stockton; George Walton; and William Whipple.

Displaying the Fourth Great Light of American Masonry-the American flag, is definitely a sign of patriotism for the general population but to a brother of the Blue Brotherhood or Free-Masons, it is more special because it identifies your home or vehicle, semi, tractor as a free-mason in good standing or in our case, someone who flies the flag out of respect for a family member who still retains "ULTIMATE AUTHORITY" delegated by Freemasonry.

Freemasons have a way of communicating when they are on a mission usually marking their vehicle so other Masons may render assistance if the mission goes wrong or just looking out for and protecting a fellow member by placing a white cap with the bill faced inward or even a red cap with the bill always faced inward toward the driver or back of the vehicle on the top of a car or truck dash while driving or parked.  A Lions Club member will have a stuffed animal like a Beenie baby or similar toy placed on their dash in the same way.

You can always suspect a Free-Masons choice of vehicle colors will be Red, White, Blue, Dark Grey or Black so look for these caps in those vehicles.

The White Knights as I call them are Senior men who are either bald or do not color their hair.  The White Knights carry on local missions for the benefit of the Blue Lodge.  There are also some license plates that identify certain people who are Knights also.

You can see those certain colored trucks with caps practicing final maneuvers in the back country in Utah all the time.  They are getting ready for the next civil war that will be held on American soil for those Free Masons who are "weaponed up" and "food storaged up" as my unsuspecting Free-Mason neighbor told me up in the mountains.  The vehicles will have a flag taped on them on their antennae or displayed in the window.  Like I say, I am not a Mason or a Free-Mason but I fly the American Flag for a different reason.

So why should I care about all this information, well...in the near future you will be aggressively tracked in a city as you come and go to work or when you recreate in another state by a rfid chip located in your driver's license or automobile license plate:

Go to: AbstractIn this paper, various locations of an Ultra High Frequency (UHF) Radio Frequency Identification (RFID) tag on automotive license plates have been considered based on the radiation pattern of the tag antenna. A small, 130 × 50 mm, passive loop antenna type UHF RFID tag for an automotive license plate was simulated with an EM simulation CST program. It was designed to have a larger back-lobe radiation pattern since the front side of the tag faces the back side of the plate holder to protect the tag antenna from bugs and dust when the automobile runs. The tag was attached to the side of a license plate holder with a dimension of 520 × 110 mm, the typical size of the standard license plate. The reflection coefficient of the tag antenna is −21 dB at 920 MHz, and the gain of the tag antenna is 6.29 dBi at the back-lobe. The reading range of the tag antenna with the plate holder, which was measured in an open field, is about 10.3 m, and the reading range of the tag installed on the bumper from the front of the vehicle is 9.4 m. The tag antenna is small enough to apply to a real automobile, and it is applicable because it uses the back-lobe pattern, so it does not require an extra device for protection from damage.

I would suspect these rfid chips will have all your personal information along with a credit history disclosing your character as a person.  This would be helpful for any law enforcement or government official prior to interacting with the public.  A credit report is required if you plan on joining the Free-masonry order to show your ability to pay your bills, to decide whether your (character) is upstanding or not.

SIGINT plays a vital role in our national security by providing America's leaders with critical information they need to defend our country, save lives, and advance U.S. goals and alliances globally. SIGINT is intelligence derived from electronic signals and systems used by foreign targets, such as communications systems (cell phones), radars, and weapons systems that provides a vital window for our nation into foreign adversaries' capabilities, actions, and intentions.
Our SIGINT mission is specifically limited to gathering information about international terrorists and foreign powers, organizations, or persons. NSA produces intelligence in response to formal requirements levied by those who have an official need for intelligence, including all departments of the Executive Branch of the United States Government.

What Defines the intelligence role of NSA?Executive Order 12333 (EO 12333) authorizes agencies of the Intelligence Community to obtain reliable intelligence information, consistent with applicable Federal law and EO 12333, with full consideration of the rights of U.S. persons. Pursuant to EO 12333, NSA is authorized to collect, process, analyze, produce, and disseminate Signals Intelligence information and data for foreign intelligence and counterintelligence purposes to support national and departmental missions, and to provide signals intelligence support for the conduct of military operations. The executive order, however, prohibits the collection, retention, or dissemination of information about U.S. persons except pursuant to procedures established by the head of the agency (Formal or informal training Missions?) and approved by the Attorney General.
4. Who is considered a U.S. person?

Federal law and executive order define a U.S. person as:
  • a citizen of the United States;
  • an alien lawfully admitted for permanent residence;
  • an unincorporated association with a substantial number of members who are citizens of the U.S. or are aliens lawfully admitted for permanent residence; or
  • a corporation that is incorporated in the U.S.
5. Are U.S. persons outside the United States afforded protection?

Yes, the privacy rights of U.S. persons are protected regardless of their location.
6. Couldn't NSA simply ask its allies to provide them with information about U.S. persons?

No. NSA is prohibited from requesting any person to undertake activities that NSA itself is prohibited from conducting.

7. How does the NSA ensure its employees are aware of and abide by the regulations?
The NSA conducts extensive training of its employees to ensure that the workforce is aware and understands the regulations governing NSA activities. The members of the NSA workforce charged with foreign intelligence production receive very specific training advising them of their responsibility to protect the privacy of U.S. persons. Access to intelligence information is contingent upon the completion of such training sessions.

Members of the IC The U.S. Intelligence Community is composed of the following 18 organizations:
  • Two independent agencies—the Office of the Director of National Intelligence (ODNI) and the Central Intelligence Agency (CIA);

The U.S. Congress derives its oversight powers of the intelligence budget from Article I, Section 9, paragraph 7, of the U.S. Constitution that states, "No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law." Congress's authorization and appropriation functions consist of approving ...

That would mean Chris Stewart, U.S. Congressman District 2, Utah who proudly sits on the appropriations committee approves the budget for the Director of Intelligence community, the IRS,  PRACTICALLY the entire United States of America-his jurisdiction is AS FOLLOWS-Imagine the appropriations money and power that flows through his hands:


Jurisdiction: The Appropriations Committee has one of the broadest jurisdictions of any committee in Congress. It is responsible for appropriating funding for most of the functions of the federal government. Under Rule X of the Rules of the House, the Committee on Appropriations' jurisdiction is defined as "(1) Appropriation of the revenue for the support of the Government. (2) Rescissions of appropriations contained in appropriations Acts. (3) Transfers of unexpected balances. VIEWER DISCRETION ADVISED-PROFANE/VULGAR LANGUAGE USED IN OUR FACILITY SECURITY CAMERA VIDEO RECORDING:  I have a relative that is dealing with the effects of modern pot/dope in his family.  Modern high strength marijuana leaves lasting affects on your brain sometimes leading to aggressive narcissistic behavior resulting in tirades if not smoked on a regular basis.  I've seen first hand the dangerous effects of mood and psychotic behavior turn violent with a relative.  As you can witness with this video, the aggressive behavior demonstrated to a senior citizen is illegal, violates a moral code, uncalled for, and is UN-American. If you watch the above video all the way through, you can see Jim admitting he smokes marijuana while he drives because I could smell it on him AFTER HE DROVE UP TO OUR PROPERTY UNINVITED and I asked him that question and he answered by saying he has a medical marijuana card and I would assume when he uses per his prescription, he also goes out at night while he guides on the lake (I'm sure he's licensed for it!) in a boat because about a month ago, he harassed my wife and I on the eastern property line of our property in the evening with marijuana so strong on his clothes, I could barely breathe (And it was breezy too!)  What's funny is Garfield County just gave him a beer and wine license-maybe they all have medical marijuana cards too!  We place a barricade in our marina now for fear he will run into our boats while he is highly intoxicated maybe driving a boat.  Don't expect the Sheriff to do anything about this even though I saw him travel behind the resort and stay for a while after our incident-maybe James has a medical marijuana card too!

Their mission is to bring you to your knees and join their "Craft, Cult, or Calling," just like referenced in a book about Walt Disney. Walt Disney said he could not resist the FREE-MASON attacks when he was building his empire back in the sixties so he joined the FREE-MASONS! It's amazingly humorous that the last time my wife and I talked to Jim about a month prior to this harassment, Jim was okay with the placement of the sign (maybe because after some medical marijuana) after he verbally threatened and verbally blasted my wife on the east shoreline of our lakeside parcel of land earlier by himself and after he went back and got his manager of (Cabin Fever) and as I was putting my equipment away, I wished him and his manager well that night with my wife listening to our conversation while warming up in our car because she was cold from helping me pound metal posts to mark our survey pins on the shore-line.  I also told him his marina was on land he didn't own and it was possible that I could help him but because he wasn't very nice (threatening) to my wife, I might not help him until he got a lot nicer-now because of his behavior, won't help him at all.  I told Jim and as you can see according to a survey in Garfield County's public map file recorded 9-20-2016 file no: 911, Jim's property line (red-lined) goes right through his one story bungalow he rents and misses his marina entirely.  Jim called me a liar because he said Garfield County told him different.  Here's a copy of the public recorded survey (Anyone can get a copy like I did) with showing the outline of even one of  our parcels bottom left [encompassing our "home away from home" 120 East Northshore Rd. Panguitch Lake, Utah 84759 (second Residence while we sleep a lot "for security reasons" monitoring our marina and working seasonally] also parking and private driveway) referenced in the map-now will we'll let you decide who's telling the truth and who's a liar.

We were not on Jim's property at all when we parked but in a Garfield public works "taken by Utah Law" road right-of-way.  My wife and I were pounding metal stakes where the red dots are placed on our map to mark our eastern property line which is publicly recorded in public map file #1046 on 4-02-2020 on our own property.  You can see the outline of Jim's property by-passing his marina to the north of our property line.  There are people that fish in that area all the time-I don't see them being harassed, and as you can see my name is on the map.  When I commissioned the survey, I requested a marina access easement (Chevron lines) only for the Aspen Resort so boats could travel in and out without any problem with our permission for ingress and egress.  I thought I was being nice to Jim.

On Monday May 23, 2022 about sometime in the A. M. or later, Our dumpster trash cans located at the north shore of Panguitch Lake, Utah were picked up by a Garfield County Trash Truck.  A refrigerator was placed in the dumpster prior to pick-up in violation of the Garfield local ordinance requiring all trash to be placed in bags- maximum fine of $1045.00.  Brandon, as introduced by [Cody (The prior conscientious, meticulous prior trash truck driver)] had picked up this dumpster, emptied into his trash truck and compacted it into the body container of the trash truck more than likely releasing Freon into the air possibly violating Federal Law Section 608 of the Clean Air Act, EPA prohibiting individuals from knowingly venting refrigerants containing ozone-depleting refrigerants (including HCFC-22) as well as their substitutes (such as HFCs, including R-410A), while maintaining, servicing, repairing, or disposing of AC and refrigeration equipment.  You can't blame Brandon because what else would he do with the trash placed in the dumpster.  It would appear Garfield County does not have a refrigeration recovery program in place where they pick up refrigeration units or consumers drop them off at approved locations, purge the systems of freon according to Federal Law and dispose of them properly per Utah and Federal Law requirements.

 As you can see all of the dumpsters are emptied of trash with the typical trash left behind each time.  The trash left behind blows easily into the lake on our property located out in the lake causing extreme environmental concerns which should trigger NEPA violations which Garfield County, Utah is responsible for.  Fishermen float tubing out on the north shore near the dumpsters are floating in putrified trash blown from the dumpsters along with wildlife such as geese commuting to and from their natural habitat.  It's a shame but what we learned in environmental science in school: "the purpose of a government is to protect individual rights and those rights of wildlife that cannot speak for themselves," evidentially does not apply in Garfield County, Utah.  It's time for people watching this day in and day out to speak up and let your voice be heard. The locals have to live with trash strewn down East  North Shore Rd. because of the trash blown from the dumpsters. We live in America (Home of the Free and the Brave)-not some third World Country where it's okay to throw trash out your car window as you drive by.  Your representatives will not do anything about the dumpsters until they hear from many people and registered voters.  Call your representative and local officials responsible for this and let them know this is the lake you love-not a dumpster!  One voice can easily lead to ten, twenty, one hundred and so on and believe me as Garfield County says from time to time how concerned they are about the health and safety of their voters -they should hear from you, the people, they want to hear from you!  This is not local government of the people, by the people for certain people.

Trash Dumpsters attract rodents and other  animals that spread sickness and disease.  The attached picture shows a family of  raccoons at Panguitch Lake, Utah scavenging through the dumpsters at night. The raccoons jump out of the dumpsters after they are finished and crawl through the local property owners cabins and crawlspaces looking for dessert or small pets.  The raccoons are exposed to any putrified waste that is placed in the dumpsters along with any exposure to Sars-Covid viruses that enable them to spread viruses, pestilence or disease throughout the local Panguitch Lake Community.

The dumpsters placed on our property are without our consent and approval. We respectfully request Garfield County to cease and desist the storage of these receptacles on both of our properties and clean up the environmental mess that is left behind.  This is a violation including but not limited to of our FOURTH and THIRTEENTH Amendment rights of the Constitution of the United States.  The FOURTH, "Each man's home is his castle,"  PROTECTS YOUR HOME!  120 East Northshore Rd. is our second home away from home 'guest home."  It is where we house guests at family functions and have them help us protect and watch our marina against any unfriendly individuals.  It also violates our THIRTEENTH Amendment rights binding us to involuntary servitude which is storing trash dumpsters on our land against our will and covertly threatening us by e-mail as you will read later.   It is unsafe, improper, and a violation of a moral code for sanitation reasons and  for the safety of the fishery and watershed to store dumpsters illegally this close to the shoreline.  These dumpsters are forcibly stored against our will. This picture shows how the alignment prior to the way they are stored/parked today in relation to the survey pins that are marked and undisturbed vegetation not encroaching another property we own out in the lake clearly showing where the snowplow and dumpsters had not disturbed soil and vegetation .   We have tried many times to peacefully have the dumpsters removed from our properties resulting in a letter threatening us with an implied Misdemeanor B.  It appears that all of the Garfield County Commissioners and key decision makers are aware of these dumpsters because they have been CC'd: by Brian Bremner, retired Garfield County Engineer. The first e-mail was our request to have the dumpsters moved back in 2019. The second e-mail was Bremner's response Bullying and threatening a Misdemeanor "B" because our trailers were parked in Garfield's right-of-way which was incorrect.  Our trailers were not ever parked in a right-of-way and it is property we pay taxes on according to Utah Law.

Two trailers were parked on our lake-side property.  One pontoon parked temporarily (before taking it to the scrapper) on our property (as verified by temporary plastic survey whiskers pounded in the ground at the time) with no trespassing painted on it so kids wouldn't play and get hurt on it and another boat hitch extension trailer that has been stored after use and remained since 2019.  The pontoon was a peaceful protest of the illegal dumping of construction debris in the dumpsters brought to our attention by Cody (The first trash truck driver) at the time including a Garfield ordinance posted on it that requires a business license for someone who is conducting a business and daily penalties of a misdemeanor B for those who don't apply and receive a license. Also a copy of a Citation from the State of Utah for a local Fire Chief at the time that was mailed to him instead of the violator signing the Citation which makes the document meaningless.  The offense codes were 58-55-501 "Engaging in a construction trade without a contractor's license" and 58-55-501 "Representing oneself to be engaged in a construction trade." The fine was $500.00 for advertising and contracting to remodel two cabins at Panguitch Lake.

This document is published as a warning to the public.  It's important to note that if you choose to contract with someone who is driving a government vehicle and shows up at your cabin in the course of carrying out their personal business for their personal gain (whether that person has local Authority approval or not), you are guilty of a crime-taxpayer money cannot be used to further a private business or person regardless of their mode of transportation in contracting, using their government authority to help them conduct, promote, or advertise commerce in any form,  and have that person provide services to manage or coordinate to maintain, clean, or inspect your local cabin or not.  Also, you are required by the I.R.S. to send a 1099 form to any contractor who does work for you. 

It is hard to believe that we met with Veronica Magnuson, District Ranger of the U.S. Forest Service on February 24, 2020 about the dumpsters polluting the watershed of Panguitch reservoir and natural Panguitch Lake in violation of 36 CFR 261.11.  Veronica's response was quite course as she hammered both my wife and I during the meeting while referring to her (Veronica's) meeting with Brian Bremner, (then County Engineer) and Chris Stewart, U.S. Representative District 2 about the trash dumpsters noting "nothing was to be done" about the trash problem by the Forest Service-even though it violates Federal Law and trashes the lake each time the prevailing wind blows over the dumpster area, as it opens the lids of the dumpsters and blows putrefied trash into the lake. Veronica also told my wife and I that Bremner said the County was willing to pay us $3,000 dollars for our whole facility.  Wow! I wonder if there was a closed session meeting for that or Bremner acted on his own.

Between catching the snowplow in the act of pushing snow, dirt, and sagebrush vegetation towards the lake and evidence of the dumpsters plowing and pushing the vegetation even more, the dumpsters have been pushed back to the edge of the lake onto another property we own, pay taxes on with vested appurtenant rights.  Intentionally displacing a survey pin in Utah is a crime for repeated failure to use "due care" as they have been disturbed many times and duly marked by metal fence posts at the appropriate height.  To replace each disturbed pin costs at least $500 for each trip and research by the surveyor-do you think the decision makers in Garfield County care?

About April 18, 2021, signs were placed on the dumpsters to move them to a different location where they are now on the north shore.  On April 28, 2021, the day they were scheduled to be moved, the Garfield County decision makers decided they would not move the dumpsters away from the lake and keep them where they are illegally parked.

On August 1, 2019, We spoke to Brandon Davis with the local Health Department about the trash dumpsters creating an unhealthful condition in the lake.  Brandon came out, took pictures and measurements and we never heard from him again except in his e-mail response to us stating the above.

In 2015 we had some kids show up at our marina and decide to light fireworks off on one of our pontoon boats.  The spent floating fireworks were scattered throughout the marina and evidence of beer bottles were present when we came upon the scene.  I reported the incident to Garfield County's Dispatch and they sent a temporary duty Deputy out to take my statement.  The temporary Deputy said I should receive a printed report from Garfield County Sheriff's Office in a matter of days.  We never received a Sheriff's Incident Report.

After quite some time had gone by, I went down to the local Sheriff's office with a good friend of mine retired in law enforcement and obtained a printed report of the incident.  It appears Eric Houston (Currently running for Sheriff, aka Piggly-Wiggly) had generated the report and purged it from the system 27 seconds after it was generated showing only a call was produced at 178 E. Northshore Rd. (current address 120 E. Northshore Rd.-municipality changed address not at our request) but not a recorded police incident report leaving us with a hollow record of an incident that could of blown up our entire marina if one of our boats caught fire with a chain reaction to the rest.

On July 7, 2020, We started to have issues with our fuel in our boats.  Most of the pontoon boats including our Houseboat were stalling out in front of our marina.  I would have to go out and purge water in the fuel filter onto a fuel absorbing material to fix the problem.  It wasn't until we recorded on camera the perpetrator on video was taking a pipe and urinating in our gas tanks.  Urine is very caustic to fuel injectors and combustion chambers leaving a residue in the motor that can damage the motor permanently.  We reported the incident to Garfield County Dispatch requesting the Sheriff to come out and take a statement but instead they sent a very qualified Deputy to take our statement.  The documentation of our experience is in my daily report dated July 7,2020 where I politely asked to see the Sheriff and give a statement to him because of my prior fireworks incident with a purged police report by Eric Houston.  Deputy Leach was very nice and gave me his business card with our case #40357 on his card.  My experience with the Sheriff on the other hand was quite unprofessional with him screaming in my ear as I assured him I only wanted to talk to him because of my prior experience with Eric Houston.

My wife and I met with the Sheriff about 3:00 P.M. on July 10, 2020 about the various things that were happening at our facility.  We gave James Perkins, Sheriff a thumb-drive video of a camera shot at night of the perpetrator who was urinating in our gas tanks.  The Sheriff said he would place a camera at our facility but no one ever showed.  We are letting Garfield County and the Sheriff's Department that recording our facility either by a Sheriff's camera or third party is not endorsed, has permission, permitted, or acceptable by David or Nancy Ekanger, Managing Members of Rocky Point Boat Dock, llc.  We have not talked to anyone from the Sheriff's Department about this incident nor did the Sheriff ask us to hand-write a "voluntary statement."

Another incident involving Fire Marshall Boyd "Dave" Etter involved an altercation between Boyd and Louie and Sandy Del Toro.  On July 9, 2020 Louie and Sandy gave me this written statement of what happened behind the scenes at the Brian Head Fire.  It appears that Panguitch Lake Fire Marshall "Boyd" was making cash money on the side during the Brian Head Fire by selling "T-shirts" that had the Panguitch Lake Fire Department logo on them.  What was disturbing is what came out of the argument was a threat by Boyd which Louie believed the bulge in Boyd's pants was a weapon at a time when concealed carry was not a law, The fact that Boyd keeps volunteers on his firemen list that do not do anything for the fire department so Boyd can get more government subsidy, but also the threat in front of local people at the Panguitch Lake General Store if Louie had a fire, Boyd would let his place burn (Just like Boyd did for the cabin that burned down in Ipson Creek-Boyd's response time was almost an hour-Panguitch City Fire Department got there before Boyd did with an old fire truck instead of their modern ones and I was there to see the whole thing unravel.  If it wasn't for the courageous effort of a skilled County Fire fighter who lived close-by, all the cabins in that area would have burned down.  Even after the fire, I reported in the morning that there was still flame (about two feet high) and smoke because the cabin mostly burned completely to the ground and the embers were still lit at about 7:00 A.M. in the morning. But what is even more disturbing is the fact the Sheriff's Deputy Moore (retired now) authorized by James "Danny" Perkins,  authorized local cabin owners access to their cabins impersonating volunteer fire fighters with the t-shirts Boyd was selling for $20 each shirt.  I asked to have access for my business and I was the only business owner that was not allowed to return to the lake.  In fact we drove our boats across the lake and moored them out in the water only to find them beached six feet from the water in the dirt when we came back about the third week in July as you can see by news footage picture.News article, "Smoke is apparent on the horizon from the vantage point of Panguitch Lake, Garfield County, Utah, July 2, 2017 | Photo by Scott Young, Cedar City News / St. George News."  When we brought our boats back as the Sheriff was looking on from his truck, I asked one of the Deputies (name unknown) who was in command at Panguitch Lake and he said Deputy Moore (Now retired).
